HOW TO PARTICIPATE
The City of Rocklin welcomes your interest and involvement in the City's legislative process. The City Council has established a procedure for addressing the Council. Persons wishing to address the City Council are asked to voluntarily complete and submit a speaker identification sheet to the City Clerk. Speaker identification sheets are available near the entrance of the Council Chambers. For items listed on the agenda, any person may address the City Council at the time the item is considered. Speakers are requested to restrict their comments to the item as it appears on the agenda and stay within the required three-minute time limit. The Brown Act does not permit the City Council to take action on items brought up under Citizens Addressing the City Council.

LEVINE ACT PROVISIONS
The Levine Act requires a party (or the party’s agent(s)) to a proceeding before the City of Rocklin that involves any action or consideration to their contract, license, permit, or other entitlement for use, to disclose any campaign contribution made to a City elected or appointed officer (including Councilmembers, Planning Commissioners, and members of other City boards and commissions) totaling more than $250 within the 12 months before the City decision.

If making a presentation regarding an agenda item, all audio/visual materials must be submitted to the City Clerk or Secretary at least 72 hours in advance. The City is not responsible for the compatibility or operation of non-city devices or the functionality of non-city presentations.

Adopt an Ordinance of the City Council of the City of Rocklin to Amend Section 12.20.045(C) and Add Enforcement Provisions as Section 12.20.046 to the Rocklin Municipal Code Regarding the Prohibited Use of Motorized Vehicles in Recreation Areas.
C13. Various Personnel Updates
- Adopt a Resolution of the City Council of the City of Rocklin to Adopt the Revised Temporary Positions Hourly Salary Schedule, Increasing the Hourly Minimum Wage for the Position of Program Assistant to Sixteen Dollars and Fifty Cents ($16.50).
- Adopt a Resolution of the City Council of the City of Rocklin to Approve a Side Letter of Agreement to the Memorandum of Understanding Between the City of Rocklin and AFSCME Council 57, Local 146 AFL-CIO Representing the Public Service Employees Bargaining Unit, to Modify Section III, Article 28 Subsection I(B) Safety Shoe/Safety Glasses.
- Adopt a Resolution of the City Council of the City of Rocklin Approving Amendment No. 2 to the Professional Services Agreement with Occu-Med LTD. and Authorizing the City Manager to Execute Amendment No. 2.
- Adopt a Resolution of the City Council of the City of Rocklin to Approve Amendments to the Rules, Regulations, Benefits, and Policies Related to Employee Relations Between the Management, Confidential, and Unrepresented Employees and the City to Modify Section IV, Article 23 (Management Leave) and Add Section II Article 7 (Executive Allowance) and Repeal Resolution 2024-176.
- Receive a report from the Human Resources Division of the Administrative Services Department as Required by City of Rocklin Municipal Code 2.48 – Police Salaries.

PH1. 2021-2029 Housing Element Program 10 - Inventory of Sites for Housing/Rezone Implementation / Environmental, ENV2024-0012; General Plan Amendment, GPA2024-0003
Conduct a Public Hearing and Consider the Following Actions:
- Adopt a Resolution of the City Council of the City of Rocklin Approving an Addendum to the 2012 General Plan Environmental Impact Report (2021-2029 Housing Element Program 10 – Inventory of Sites for Housing/Rezone (ENV2024-0012)).
- Adopt a Resolution of the City Council of the City of Rocklin Approving a General Plan Amendment for the 2021-2029 Housing Element Program 10 - Inventory of Sites for Housing/Rezone (GPA2024-0003).
- Introduce, Waive the Full Reading and Read by Title Only, an Ordinance of the City Council of the City of Rocklin to Add Chapter 17.53 to the Rocklin Municipal Code Establishing the Residential Minimum Density Overlay Zone and Amending the Zoning Map of the Rocklin Municipal Code to Designate Parcels Subject to the Residential Minimum Density Overlay Zone.

D1. City of Rocklin 2022-2025 Economic Development Strategy Update
Receive a status update of the City of Rocklin 2022-2025 Economic Development Strategy, and provide direction to staff regarding further collaboration with the Growth Factory.
SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY OF THE CITY OF ROCKLIN
The Rocklin City Council does not receive any additional compensation as the Successor Agency to the Redevelopment Agency of the City of Rocklin.
SA1. Recognized Obligation Payment Schedule (ROPS) 2025/26
Adopt a Resolution of the Successor Agency of the City of Rocklin Approving the Successor Agency's Recognized Obligation Payment Schedule (ROPS) for Fiscal Year 2025-26, and Authorizing Successor Agency Staff to Submit the ROPS to the Placer County Oversight Board.
